Overridden API on settings doesn't expand config form

When you override the API key on your settings.php file (or local) you don't get the expanded config form to set the rest of the settings.

In 🐛 The provided API key is invalid Fixed we're considering allowing to change settings without a valid API key, that would fix this issue as well.

The biggest part of this issue is fixed in ✨ Support providing the API key through settings.php Fixed , the other part about being able to edit settings without valid API key is being considered in 🐛 The provided API key is invalid Fixed . I credited @spncr and @hanoii in the other issue.
