Use mb_substr() instead of mb_strlen() in makeUnique()

When the patch was implemented for https://www.drupal.org/project/commerce_autosku/issues/3027832 → , the substr() function was replaced with mb_strlen() which is wrong. The function should have been replaced with mb_substr().
