Opened in place of the reopened #445062: system_requirements should check for tokenizer extension → .
The check for php_tokenizer was added and removed in #445062: system_requirements should check for tokenizer extension → , but we should add check back in since token_get_all() is used in the installer.
Add a check for php_tokenizer.
