However, the H5P hub also controls whether H5P content can be uploaded or not, and it would be useful to allow content uploads without allowing library uploads.

Is this working for anyone in 2025? I am on latest dev of h5p and Drupal 10.4.x. After a short pause while the file is uploading, a form error is returned and all fields, even "content type" and "clear content" are marked as required.
