I am facing same issue.
My website Drupal version is 9.5.11I got profile list page option in peoples dropdown but option for create Profile is not available.
How do I create a "Create a profile" button on the profiles administrator page ?

The idea would be to create a button that allows you to select a type of profile and a modal window where you have to select a user.
