Limit by taxonomy vocabularies not respected when using permissions mode

I want to restrict which taxonomy terms a user can see on the node edit form, but only for certain vocabularies.

Possibly I've misunderstood how this module works, apologies if that is the case.

Here are the steps to reproduce:
- Enable PbT module on a site with two vocabularies, lets say "Tags" and "Categories", each with terms inside.
- Created a new user and assigned them to a term in the "Categories" vocabulary.
- On the /admin/permissions-by-term/settings enabled the "Permissions mode" (I believe this is what restricts the terms shown on the node edit form, as if I don't tick this then I see all terms when logged in as the new user).
- On the PbT admin page, I select "Categories" under Limit by taxonomy vocabularies, leaving "Tags" unticked.

Expected result:
On the node edit form, I should only see the Category I am assigned to. But I should be able to see all Tags.

Actual result:
On the node edit form, I only see the Category that I am assigned to. But I see no tags.
