I've tested this on a fresh install of Drupal 11 and this issue doesn't not exist.
Since this issue is over 3 years old and the issue appears to be resolved, I'm marking this as closed.
While placing custom block through layout builder , About text formats link below the CK editor body of Configure dialog box is not properly aligned.
1. Home>Administration>Structure>Content types>Article,under layout options check layout builder.
2. Go to the article node, click on layout.
3. Click on Add block, create a custom block>basic block.
4. See below the CK editor body.
5. About text formats link position looks very much odd.
