getUriAsDisplayableString as a public static function

Problem/Motivation

Having a custom form with an entity_autocomplete type that accepts internal and external links. It would be nice to load the default value without internal:// in the string.

Proposed resolution

Make getUriAsDisplayableString in the LinkWidget public or add a similar function somewhere else? If there already is one I apologize I could not find it.
