Set active classes in menu block title [regression]

Problem/Motivation

The menu block titles don't have a class showing the active trail. The 7.x version did this in menu_block_get_title(). I've marked this as a bug because it's a regression from 7.x.

This also includes the fix from #3190225: Set active class in block title when returning a link → which is related as it sets the is-active class on the title, that issue was wrongly closed (it wasn't committed as the ticket says, my fault), and those changes would conflict with these changes.

Proposed resolution

Add the class in getLinkTitleFromLink().
