Question about the purpose of this module... and hoping it aligns with my need.

I have a well maintained D8 site that has been using Moderation out of core.

We added GROUP to the site, because we needed to decentralize (but partition) moderation of new submitted content.

(users can join the site, and are given a role that lets them add content in Draft state)

Now, we find that ... (after adding GROUP to the site)

New content by users can be added ("/node/add"), and when they hit save, it enters the DRAFT moderation state. (this is good)

A moderator then approves it and publishes it. (this is good)

But now, those users can go edit their node, and it DOES NOT go back in to a draft state. The changes just go LIVE. (this is bad) (this is NOT how it worked before we added Group)

(Obviously we missed this in testing...) (facepalm)

Is this what this module is trying to solve?
