This module functionally looks *very* similar to the Site Alert module. The only difference appears to be that there is a programmable delay before showing the alert message.
Other than that it seems Site Alert has several other features that this module could also benefit from, such as a built in poll feature to update / remove the alert message every 5 minutes (or any amount of programmable time) if the alert is no longer relevant, or gets updated, all without affecting page caching across all pages of the site.
Add the primary feature of this module which seems to be a delayed appearance effect to Site Alerts, then mark this module obsolete.
Discuss internally, do a better more detailed comparison, assess whether it makes sense to instead join forces.

Thanks for your suggestion but we have kept this module very simple to just display a message in the top bar and it could be any text no specifically alert. It could be announcements etc and the color of the bar and a few other things are configurable, admin can configure as per their requirements.
