Better config control for allowed content types

Problem/Motivation

Please provide the facility to control h5p libraries and restricted content types via configuration export.

Unless I'm missing something, this does not seem possible at the moment.

    A bit more information:

    • As an Admin or other priveleged user, if you visit Content > H5P Libraries, you will see a list of the installed H5P Libraries.
    • There is a column called "Restricted" that lets you limit whether a particular H5P interactive type can be used
    • If checked, that H5P type can only be created by users with the "Create restricted H5P content types" permission.
    • However, once chosen, this setting isn't exportable via configuration.
    • If you visit Admin > Config > Configuration synchronization, you won't see it listed

    This was tested in the 2.0.0-alpha6 release.
