I've put a little effort in patching the 8.x-1.0-beta1 release so it runs in D9. I just realize that the git repository already has a 9.1-x branch so I probably did some double work. Nonetheless I got the tabledrag working on the admin page. Hopefully this patch can be used for further development. Please let me know if I can help.
