Problem/Motivation

Installation does not complete properly.

Steps to reproduce

On an existing non-composer bilingual site, I

1. installed composer (2.0.11)
2. downloaded bat module 7.x-1.37
3. ran the drush make file as of the documentation
4. enabled the modules as of the documentation
5. tried to run composer install which failed because the (already installed) modules services/rest server, ctools and entity could not be found
6. deleted these requirements from the composer.json and ran composer install

Result: BAT PHP library cannot be found (though properly installed) and mailchimp-api-php can't either. Composer manager marks them as uninstalled, notices: Undefined index: name and version per (reportedly) missing library.
