Remove 12 column limit

Problem/Motivation

Bootstrap technically allows for more than 12 grid columns (see Bootstrap docs). However, in this module we are limited to 12 columns. This limits full compatibility with bootstrap and is why I consider this a bug.

Proposed resolution

Allow users to define number of columns themselves.
Leverage one col setting to define and get the total number of columns in the grid.
Expose option to add and delete layouts to users

None. Patch available.

User interface changes

Add & delete layout options have been added to /admin/config/bootstrap-layout-builder/layouts
