Horizontal menu broken with default Administration menu

Problem/Motivation

I'd like to use Admin Menu Swap module to provide authenticated users with a custom menu, instead of the default Administration menu. To achieve this, I created a custom menu, applied it to the Authenticated user role in the Admin Menu Swap settings, and then added a new role-menu pair for the Administrator role with the Administration menu. This effectively "overrides" the first role-menu pair when an admin is logged in.

However, I discovered that the Administrator menu is rendered in the top horizontal menu in a way that makes it impossible to navigate. If I switch the menu to vertical, the UX improves (not sure if it differs from default UX.) See the attached screenshot.

Steps to reproduce

- Spin up a Drupal 8.9 site with a Standard install profile. Install AMSwap module.
- In the Admin Menu Swap settings, add the Administration menu to the Administrator role.

At this point, I would expect to see no change. However, the menu is now "collapsed" in the top menu bar and "Administration" is the top level entry. There is no way to use the horizontal toolbar with this setup.

    If I'm understanding this correctly, this is only happening with the old admin menu, Seven in Drupal 8. Now that Claro is the default admin theme this is no longer an issue. So I'm marking this closed, works as designed since Drupal 8 has been deprecated.
