[PP-1] refactor all tours to not use deprecated code/properties

Problem/Motivation

In #3051766: Deprecate and replace jQuery Joyride (for tours) → several deprecations were added to Tour. In order to manage the already-large scope of the issue, some of these were added to the Skipped Deprecations list to be addressed later

Steps to reproduce

Proposed resolution

Remove the deprecations from the skipped list (will be noted by a @todo referencing this issue) and address any core uses of those deprecated resources/properties.
