I think this could be done by updating the field formatter, and views field plugin. The module setting will also need a place to store the language to format.
If you have a multilanguage site it is not possible to create an output format depending on the language of the visitor. So for each language the output format is the same.
Create the possibility to create translations for each format for each available language.
See the proposed solution.
I don't know if the function name_update_9999() in the name.install file must be with a real updatenumber or not. I used the current next number. Please check.
