Actually, Message it's not so maintained anymore 😅, I would suggest considering integration with DANSE module, or at least ECA (Rules' replacement for D10). With these two modules, anything could be notified with custom logic just by creating an action that uses the Telegram Bot API.
I wouldn't bother creating Blocks (what would you display inside?)
