Project lead Dries Buytaert announced the Easy out of the box initiative at DrupalCon Global middle of July 2020 like so:
Improving Drupal's ease-of-use remains the number one most impactful item for the community to work on.
Drupal 9 dramatically improved Drupal's ease-of-use. Several of our most promising improvements made it very far, but still need some finishing touches. Specifically, our new Media Library, Layout Builder and Administration Theme (Claro) are not yet enabled by default.
I proposed the "Easy out-of-the-box" initiative to work towards enabling these features by default. I believe this initiative will be very impactful in terms of attracting new users to Drupal.
While the Claro admin theme team continued working as before and made great progress since, the Media and Layouts parts of the Easy out of the box initiative were not even defined, let alone kicked off and implemented. We should define the plan for the initiative, appoint leads and get Dries' formal approval to add it.

From the Easy out of the Box tasks, Claro has been done and included in core as stable. The Layout builder parts were superseded by the Experience Builder Initiative and the Media parts I think are superceded by the Starshot Initiative.
