After #3112105: Create new revision → it is now no longer possible to have forward (draft) revisions created that go through moderation
*Create and configure views bulk edit
*Expose the moderation state field
*Use the bulk edit action and leave the version at draft, but leave the 'create new revision' checkbox ticked
*Note that the new revision is published
