The version attempting to be installed by using "composer require" in the normal way is the beta release version. I understand from perusing issues that the dev version doesn't have this problem. However, a normal composer require without specifying anything won't install that version, and will instead complain about having too new a version of Drupal.
Attempt to follow installation instructions on a Drupal 9 install.
New beta (or better) release if codebase is ready.
