Blocks have a lot of limitations in Drupal relative to nodes, for example if a user needs to render a toc on different pages with different configurations for theme, context, selector etc. it would be painful to create blocks and use conditions for each one and difficult to manage changes going forward. As a field on the node a user could just edit the node and change the configurations as desired for that node.
Create a tocify field that allows users to select the desired configuration including enable/disable. Also, admins should be able to configure default settings and select which settings are available to the end user.
