Conditional value in content

Hi,

How can I create a conditional value in Drupal 8?

Like for example, if [node.summary] is empty then use [node.body]. Plus [node.body] should be trim to 160 characters only.

This seems to be easy in Drupal 7 because we can use PHP Code as Text format. But how about in Drupal 8?
