Yup this would be tremendously useful. Site editors could build their own layout library without needing a site builder to intervene.
A user has created a node with a custom layout and wants to replicate the same layout in other nodes.
On the node page (/node/NID/edit or /node/NID/layout) add a "Save layout to library" button.
