Avoid fatal errors on malformed images

Problem/Motivation

Some files stored in the site have errors like
https://github.com/pel/pel/issues/159
and they throw exceptions when try to get the metadata, with the image_effects module this means the file is not rendered.

Steps to reproduce

Try to get metadata from the file above

Proposed resolution

Catch the PEL exceptions and maybe log a message that informs the admin where exactly is the offending file.

I think 3.0.x version checks the file set condition. I dont think patch is needed.
