Form is submitted on review page even if there are errors

Problem/Motivation

I am able to complete an order with a prepaid card and insufficient funds.
At checkout, in the review page, when I click on "Complete Checkout" I got an error message ("Your card has insufficient funds.") but the form is automatically submitted and the order placed.

Proposed resolution

Do not submit the form if an error message is set.
