Process addressfield's administrative area (province) during migration

Problem/Motivation

Addressfield module (Drupal 7) stores some administrative areas using its ISO code. However, the addressing library in Drupal 8 stores full names.

Steps to reproduce

In Drupal 7 using addressfield, create a node with a location like this:

When you migrate the above to Drupal 8, you get this:

Proposed resolution

Tweak the migrate process plugin so it finds these cases and transforms them accordingly.

    We ran into this on a project recently that migrated using custom logic, and now we have thousands of records that don't match up. Will review this soon.

    Address 2.0.x does not have this problem anymore due to always storing subdivisions by ISO code (like Addressfield used to do), but I am in favor of committing this to 8.x-1.x if the community can confirm that it works for them.
