Add option to display block if no terms are present

Problem/Motivation

We have cases where we would like a navigation block (or similar) to be the default, which shows in all cases unless another term is present.

To do that, we would need to add a condition that says "Print this block if no terms are present in the current context -or- if one of these terms is present."

Proposed resolution

Add an option to "Display on pages without any terms".

Needs review.

User interface changes

Adds a "Display on pages without any terms" checkbox to block configuration.

API changes

None.

Data model changes

Adds "show_if_no_terms" configuration that defaults to FALSE.
