Add type hint in function parameters and return values

The type hint in function parameters and return values was added by me. Please check it.

At a glance I cannot see why this is having such an effect causing those two tests to fail. Needs further investigation

I have merged this into the more significant work in progress happening here https://www.drupal.org/project/site_settings/issues/3395787 ✨ Provide new site settings loader that uses manage display, etc rather than flattening Needs work to avoid it becoming too hard to merge. Will sort the test issue there if it still occurs.
