With D7 soon to be EOL and most modules moving away 7 support is this feature needed for the 8.x-1.x for D10 and up?

I had a report of external links not displaying the message for customers leaving the site. Interestingly, many of the links still worked.
I was able to restore all pop-up messages to external links by going to Configuration > Text formats > Full HTML, and clicking off the option " Convert URLs into links ". If any URL was converting anywhere in the text, it broke the external links that came after it. Reporting incase anyone else has this problem, and apologize if this is already known configuration issue.
