Texts in theme settings are not i18zed

have added themes *.config_translation.yml and updated estore.schema.yml with text for translation.

means that the 'site install language' link on will only to to 'admin/appearance/settings' and not show the original form from the 'eStore Settings Translation' link on /admin/config/regional/config-translation.

NEW INSTALLS:

• ensure you have translation enabled and 2 or more languages active!
• enable core module 'Configuration Translation'
• go to /admin/config/regional/config-translation
• notice item 'eStore Settings Translation' this is where you will access the translation link

EXISTING SITES:

1. will have to DISABLE THEME and RE-ENABLE. Themes do not support a way for Us to update the config in a simple manner for legacy sites.
