Show administration menu as dropdown

Problem/Motivation

I'd like to use the same theme everywhere, and therefore not use the toolbar for the administration menu. Instead I'd like to add the administration menu block to a theme region and display it as a dropdown menu.

Steps to reproduce

I had imagined that it was a quick fix by following these steps:

• Showing all menu items as expanded
• adding the dropdown class to the block as per the Bootstrap documentation

However, it's still not displayed as a downdown.

Any tips?
