just a short idea for the records, which could be relevant to all GDPR affected websites:
Currently users who deny cookies are not tracked in Google Analytics. I think there is a huge demand to track them with less information but at least count the visitors optionally.
I found some information related to the Google Measurement protocol.
Drupal Websites could benefit a lot from such a solution. Of course it wouldn't be as precise as regular GA tracking, but you could at least count visitors.
This is not a request for you to implement that, just a note for others who are looking for a similar solution and to discuss. We'll see later who does the job...
What do you generally think about that idea, in combination with the EUCC compatibility?
From my perspective it would belong (perhaps as submodule) into a general GA module?
