broken block message when placing paragraph items in content type layout

Problem/Motivation

When editing the layout for a content type, if I add any paragraph items they show a "This block is broken. The Content group or the paragraph does not exist." message in the layout builder.

If I actually create a page, the items show up as expected on the page and if I override the layout for that page I see the items from that page.

Steps to reproduce

  1. Create a content type with a paragraph field
  2. Enable layout builder for the content type and edit the layout
  3. Set the module's cardinality to a higher number than the number of paragraphs you have entered on /admin/config/content/paragraph_blocks
  4. Edit the content type's default layout.
  5. Place a paragraph item of a higher index than there is actual content for. Instead of a preview with dummy text or a placeholder, it displays an error message in the Layout Builder

Proposed resolution

Remove non-existing paragraph items from the layout builder select list.
