Note link does not scroll to note

The links to notes (e.g. /node/17606?open-moderation-note=22) seen on the 'Assigned Notes page' (e.g. /user/1/moderation-notes) do not result in scrolling to the correct place of the note on the page. When the user visits the note link url, the note should be visible on the page.

I was not able to reproduce the issue. I was able to apply the patch, and the page also scrolled to the note location.
