Make drush --folder option support multiple folders

Problem/Motivation

We want to create a "general.potx" that combines the strings from multiple folders, without using a common root folder because that would include subfolders we don't want.

The --files option accepts multiple values separated by a comma. The --folders option should too.

We use this locally to generate a single "general.potx" for everything in 4 different directories. However, there's a benefit if you just want to group the module and them strings together, .i.e., --folders=modules/custom,themes/custom.
