We upgraded mass.gov from a very old version of google_tag and in our new config we got debug_output=true. See https://github.com/massgov/openmass/pull/449/files#diff-93f0b3a04ead0682.... Besides showing unwanted output, the Messages cause all pages to be uncacheable. Thats a reliable way to take down a site.
