No filter options with filter "Required" or "Input required"

Problem/Motivation

When you select the "Input required " at "Exposed Form" or when you "Required" the filter then the options for that filter will be empty.

Steps to reproduce

Create a Node type.
Add a taxonomy field to the node.

Create a View.
Add a taxonomy field (field_groep_tax in my case)
Add a selective taxonomy filter (field_groep_tax in my case).
Select the "Required" checkbox.
Save the view.

In the admin view you will get this message "Selective query filter must have corresponding field added to view with Administrative Name set to "Content: Node (field_groep_tax) (selective)" and Base Type "field_groep_tax"".

When you visit the page you see no content with the "field_groep_tax" filter with empty options.

Proposed resolution

When no filtering is selected it should show all available options.

I think I just confirmed this with just the Tags field on Article in a fresh install.

I can't even save the view when making it "Required"

No valid values found on filter: Content: Tags.

I'm not exactly sure what fixed it but there was some major refactoring in 777c0f36dd5ecf2c57dbc739c3f8a1c14e59cc93 from bmcclure's fork so likely have them to thank.
