I'm seeing this issue on 8.x-1.3 - I have made an existing site multilingual and now cannot translate the Options Email field. I will test the patch on my dev site.
I have multilingual website. I cannot translate "label" and "email" (allowed values) on field with type "Options email".

In contact_storage.schema.yml the fields that should be translatable must have type: label instead of type: string.
