Use new styles on issue pages

Problem/Motivation

To structure an issue summary, a module description, or a comment, I like to use headlines h2, h3 and h4.
(for some reason the issue template only uses h3 and h4, I don't know why exactly)

The visual hierarchy is not ideal:
- h2 is not dominant enough to structure the text into sections.
- h3 captures more attention than h2, because it is black and bold.
- h4 is just a slightly compressed version of h3.

Steps to reproduce

Create an issue or comment with h2, h3, h4 headlines.

Proposed resolution

Make the h2 headline more dominant and visible.
Rethink h3 and h4.

Actually there are already pages on drupal.org that have a better typography:
E.g. https://www.drupal.org/community/contributor-guide/reference-information...
The change is due to the "new-style" class applied to these pages.
I am not sure if this would be suitable for issue summaries, perhaps it is a bit too big? Do we need something in between?

Another example of an effective visual hierarchy of headlines is Wikipedia.
This one uses border-bottom to make the h2 headlines stick out.

Tasks

If we are going to change the fonts, we should upload screenshots before/after for later reference.
