It looks like there's an issue in SOLR introduced in https://issues.apache.org/jira/browse/SOLR-13539 where the value '1' is no longer recognized as a true value in boolean fields. The attached patch forces the standard boolean fields to convert TRUE values to the string "true" as a workaround.
