Load active domain by default with Domain Config UI

Person A has domain access and domain administrator permissions for a sub-site dev.example.com. When Person A tries to change the site settings such as Site Name by logging into to dev.example.com and by going to /admin/config/system/site-information, I am expecting the config for the sub-site to be loaded by default. However, Person A sees the info for the base site and needs to either use the domain switcher or change the URL parameters manually to load the dev.example.com sub-site's settings. Is this the expected behavior?

Trying to understand the default behaviors and fixing my configs accordingly. I have the following modules enabled:
- domain
- domain_access (working fine by limiting content to su-domain)
- domain_config
- domain_config_ui (enabled for /admin/config/system/site-information)
