Now that 📌 Deprecate/remove the ability to update a module from a URL and authorize.php Active and child issues are done, all this code is deprecated and will be removed in D12.
The system.theme.files no longer exists in Drupal 9 and got very broken in Drupal 8. This method has no business using this state anyway since very early in the Drupal 8 cycle themes got an installation status.
