Since Drupal 7 is no longer supported, even with the extended EOL, I think this issue is now outdated.
There was a recent PSA on Extending Drupal 7's End-of-Life - PSA-2020-06-24 → . In that PSA it was mentioned that the EOL for Drupal 7 was being extended from November 2021 to November 28, 2022 due to COVID-19. As such, Question 11 " What happens to Drupal 7 when Drupal 9 is released? → " on the Drupal 9 FAQ page → would therefore need to be updated.

Drupal 7 will receive continued community support—including security coverage—until November 2021. After November 2021, end-users unable to upgrade to Drupal 9 will have the option to participate in the Drupal 7 Extended Support program through 2024. This program is available for an additional fee through select partners.
Which could be updated to instead read:
Drupal 7 will receive continued community support—including security coverage—until November 28, 2022. After November 2022, end-users unable to upgrade to Drupal 9 will have the option to participate in the Drupal 7 Extended Support program through November, 2025. This program is available for an additional fee through select partners.
