Here is the patch without any additional styling for v1.16.
Only fix the title issue for not vertical aligned.
When using Claro admin theme, Paragraph titles have default text styling and do not align with the action buttons on the right hand side of the editor block.
Applying some alignment and font weight improves the visual greatly.
Furthermore, some optional Claro specific :before CSS styling can add further visual clarity.
The alignment of the paragraph title against the drag handle is now ever so slightly off centre in seven admin theme. Seven specific styling can be added in if need be.
