Moderation state import

Hi,

as this bug is still present: 🐛 Error on dcdi importing content moderation prior to node Closed: outdated

Is it possible to skip moderation_state during UI import?

So it will be possible to upload the same file twice without the need to delete the moderation_state folder, zip and re-add it later.
