First of all, thanks for the great module!
When I tried to use the module in a customer project, I found that you cannot vote if the setting 'allow user to vote on already voted content' is not set. I was also able to reproduce this bug on a new Drupal 8.8.1x instance, with the latest fivestar dev version and votingapi beta2.
To reproduce, simply create content-type with the fivestar field attached and uncheck the setting, then voting for the content should no longer be possible, even if it has not been previously voted.

The change is currently missing an automated test that fails when run with the original code, and succeeds when the bug has been fixed.
