Replace use of whitelist/blacklist in CkEditor and Editor modules

Problem/Motivation

Lets remove usage of "blacklist" and "whitelist" in CkEditor and Editor modules

They are:

  • An historic bad labelling of people
  • Provide no context: "what is listed in them"?

  1. Fix all references:
    • core/modules/ckeditor/src/Plugin/CKEditorPlugin/Internal.php - Comments only.
    • core/modules/editor/js/editor.admin.es6.js - Comments only.
    • core/modules/editor/tests/src/Unit/EditorXssFilter/StandardTest.php - Comments only.
    • core/modules/editor/src/EditorXssFilter/Standard.php - Lots of comments, and only a local variable.
  2. Reviews.
  3. RTBC.
  4. Commit.
