Pass line item description to Avatax

A description is required for line items that are tax exempt (such as gift cards) in addition any business that uses the Streamlined Sales Tax (SST) program is required to provide a description for each line item.

Due to these details I'm bumping the priority of this issue as this really should have been required for a stable release.
